Leadership Grounded in Community
Beginning with eight self-help homes for farmworker families, Carol built a career defined by courage, persistence, and results. She led the development and rehabilitation of thousands of affordable homes while helping create childcare centers, community facilities, schools, and the infrastructure needed for thriving neighborhoods.
Her experience spans public and private financing, tax credits, HUD and USDA programs, property management, legislative advocacy, board leadership, and resident engagement. She understands that successful development begins by listening—and succeeds when communities are respected as partners.
Carol’s experience also includes starting and building a property management company. That firsthand perspective gives her practical insight for organizations considering how to establish, structure, oversee, or strengthen a property management operation.
